The depth of poverty in Afghanistan is reflected in many human development indicators –<br />

none more telling than Afghanistan’s malnutrition rate - 70 % of the population,worse than<br />

any country in the world, bar Congo. At 13 %, the percentage of the Afghan population<br />

with ‘sustainable access to an improved water source’ is the lowest in the world. 3 In order<br />

to deal with water issues, the Government is working with international agencies and<br />

NGOs to provide the poor with sanitation and better facilities through the development of<br />

a National Rural Community Based Water Supply and Sanitation Strategy. 4<br />

Considering the crisis situation in Afghanistan, <strong>UN</strong>DP with its local partners has conducted a Rapid Country Assessment and Mapping<br />

Exercise to identify needs and propose solutions to lack of access to energy in both urban and rural areas. The mapping has resulted in<br />

an action oriented proposal that has been shared with donors for funding.<br />

LAND<br />

Capacity building in Afghanistan is a challenge in general in all sectors; however it is more so considering the issue of land degradation.<br />

For this purpose, <strong>UN</strong>DP through funding from the GEF has initiated an assessment exercise that will assist the Ministry of Agriculture<br />

and Livestock to collect the relevant data on land degradation and organize a national consultation process which would lead to a comprehensive<br />

intervention to build the capacity of national institutions to deal with the Sustainable Land Management.<br />

BIODIVERSITY<br />

Conservation and sustainable use of biodiversity is an area where the <strong>UN</strong> family in Afghanistan is collaborating to assist the government<br />

provides sustainable livelihoods for the people while conserving its scarce Tree resources.The Community Mobilization for Tree Survival<br />

project, for example, will support the <strong>UN</strong> led programme “Greening Afghanistan Initiative” (GAIN) in mobilization community actions.<br />

The programme will concentrate on building the capacity of the National Environment Protection Agency (NEPA) to monitor, evaluate<br />

and report the GAIN initiative and ensure community mobilization to increase the tree survival rate during plantation and maintenance.<br />
