INTRODUCTION AND OVERVIEW<br />

<strong>UN</strong>DP SERVICE LINE:CHEMICALS MANAGEMENT<br />

Chemicals represent an important aspect of economic development,<br />

affecting virtually all sectors of human activity. It is increasingly recognized,<br />

however, that poor management of chemicals damages<br />

human health and the environment, with serious impacts on the<br />

world’s urban and rural poor and the most marginalized and vulnerable<br />

groups, particularly women and children.<br />

<strong>UN</strong>DP assists countries in meeting the objectives of international<br />

agreements that target effective global chemicals management,<br />

specifically the Montreal Protocol on Substances that Deplete the<br />

Ozone Layer and the Stockholm Convention for the elimination of<br />

persistent organic pollutants (POPs).Working with public and privatesector<br />

partners, <strong>UN</strong>DP supports strategic planning for sustained<br />

phase-out of ozone-depleting substances (ODS) and POPs, including<br />

capacity development, technical and policy advice, and technology<br />

transfer. Total ongoing funding under this area service line amounts<br />

to more than US$ 330 million with funds sourced from the Montreal<br />

Protocol’s Multilateral Fund and the Global Environment Facility’s<br />

(GEF) ODS/POPs programmes.<br />

<strong>UN</strong>DP’S CHEMICAL MANAGEMENT PRIORITIES AND<br />

APPROACHES<br />

■ Ensure compliance with the Montreal Protocol<br />

targets for phase-out of ODS (with funding<br />

approved under the Multilateral Fund)<br />

■ Support reduction and elimination of releases of<br />

POPs under the Stockholm Convention (with<br />

funding approved under the Global Environment<br />

Facility)<br />

■ Promote capacity development, including institutional<br />

strengthening and development of<br />

enabling activities to highlight good chemicals<br />

management practices<br />

■ Facilitate national dialogue and coordination<br />

among different actors in phase-out plans for<br />

ODS and POPs<br />

■ Provide technical assistance,training,and support<br />

for programmes that promote sustainable adoption<br />

of alternative substances and processes<br />

■ Promote transfer of best available technologies<br />

in support of national and sectoral ODS and<br />

POPs elimination and compliance programmes<br />

■ Design and implement programmes geared to<br />

minimize social and economic impact of phaseout<br />

processes, and encourage local trade,<br />

employment and other relevant economic<br />

activities.<br />

■ Promote reduction and prevention of chemical<br />

pollution of lakes, rivers, groundwater, coasts and<br />

oceans (with funding approved under the GEF)<br />

■ Mainstreaming integrated chemicals management<br />

strategies within national cross-sectoral<br />
