A Decade of Successful Cooperation 1<br />

<strong>UN</strong>DP’s partnership with Colombia to meet its requirements under the Montreal<br />

Protocol illustrates the multi-dimensional character of <strong>UN</strong>DP’s assistance programmes,<br />

which focuses on making an effective contribution to the country’s<br />

overall development framework.<br />

Colombia became a party to the Montreal Protocol in 1993, joining international efforts towards the protection of the ozone<br />

layer through phasing-out consumption of ozone-depleting substances (ODS). <strong>UN</strong>DP, as one of the four implementing agencies<br />

of the Protocol’s Multilateral Fund, entered into a partnership with Colombia to support the adoption of affordable alternative<br />

technologies.<br />

<strong>UN</strong>DP’s technical assistance and technology transfer projects are based on considerable experience and developed in a harmonized<br />

manner, enabling the implementation of the most effective methods, and facilitating successful<br />

cooperation with other implementing agencies. <strong>UN</strong>DP’s assistance has focused on the refrigeration<br />

and foams sectors where the implementation of 30 projects, besides generating direct<br />

ODS phase-out impact, have created very successful public-private partnerships.<br />

Cooperation initiatives have also included capacity building of national institutions to<br />

enhance performance and enable them to respond to the obligations of the ozone<br />

regime, to technical assistance and technology transfer for ODS phase-out. Through the<br />

implementation of institutional strengthening projects, Columbia’s Ozone Technical Unit<br />

has evolved into a strong national body, coordinating ozone-related policies, programmes<br />

and activities. In addition, the support provided has enabled Colombia to organize and<br />

actively participate in relevant regional and international activities and events.<br />

Over a decade of successful partnership has brought significant progress – mobilization of<br />

approximately US$ 12 million has resulted in the direct phase-out of 1,063.7 ODP m. tonnes consumption<br />

in the refrigeration and foams sectors. In particular, the elimination of CFCs in domestic refrigeration stands out as a significant<br />

achievement; 470,206 units in total benefited from the assistance, with 226 ODP tonnes phased-out as a result of mobi-<br />
