Levels <strong>of</strong> Residential Care –<br />
Community-Based: Represents the least restrictive placement option. These programs utilize the public school system and mental<br />
health services are usually provided by community agencies.<br />

Foster Care<br />
Shelter Care Group Care Supervised Living Independent Living Step-Down<br />
The programs provide<br />
foster care with<br />
clinical support<br />
services for children<br />
and youth <strong>of</strong> all ages.<br />
These programs have<br />
been developed to<br />
provide a range <strong>of</strong><br />
service intensity for<br />
children and youth<br />
who may have minor<br />
behavioral and<br />
emotional issues, as<br />
well as the more<br />
difficult children and<br />
youth with psychiatric<br />
and/or emotional and<br />
behavioral disorders.<br />
These programs<br />
provide short-term<br />
assessment and<br />
treatment and/or<br />
behavioral<br />
management<br />
programming to<br />
children and youth<br />
whose living<br />
situations have<br />
disrupted and who<br />
need a period <strong>of</strong><br />
stabilization while<br />
services are being<br />
identified and<br />
coordinated, or while<br />
longer term<br />
placements are being<br />
identified.<br />
Structured homelike<br />
environment which<br />
provides 24 hour<br />
supervision.<br />
Programs provide<br />
long-term care with<br />
case management<br />
services. <strong>Children</strong><br />
and youth need<br />
assistance with<br />
accomplishing<br />
developmental tasks.<br />
There is usually<br />
significant family<br />
dysfunction, and<br />
disturbances in<br />
interpersonal<br />
relationships,<br />
emotions and<br />
conduct.<br />
These programs<br />
provide overnight<br />
staff and minimum<br />
supervision in small<br />
living units for older<br />
adolescents who<br />
demonstrate some<br />
independent living<br />
skills, but need more<br />
assistance.<br />
Some are for more<br />
specialized<br />
populations with<br />
more intensive<br />
supervision and<br />
treatment, as well as<br />
case management<br />
services, for<br />
psychiatric and/or<br />
emotionally<br />
disordered youth.<br />
These programs<br />
provide case<br />
management services<br />
to older adolescents<br />
and young adults who<br />
are living in agency<br />
supported<br />
independent<br />
apartments.<br />
These programs<br />
provide clinically<br />
intensive crisis<br />
management and<br />
treatment. These<br />
programs serve as<br />
traditional placements<br />
for children and<br />
youth leaving<br />
hospitals or treatment<br />
centers and may be<br />
effective in<br />
preventing<br />
hospitalization.<br />
