Phase II <strong>of</strong> the SOC contracts are signed; services<br />

begin.<br />

By 2012, there will be sufficient capacity within<br />

the service continuum – home and community<br />

through in-state and nearby out-<strong>of</strong>-state<br />

placements – to eliminate the need for distant<br />

out-<strong>of</strong>-state placement options.<br />

Safety-1: <strong>Children</strong> are first and foremost,<br />

protected from abuse and neglect.<br />

Permanency-2: The continuity <strong>of</strong> family<br />

relationships and connections is preserved.<br />
