RHODE ISLAND COLLEGE INDIRECT COSTS<br />
The State intends to claim <strong>RI</strong>C and U<strong>RI</strong> indirect costs (incurred by the college<br />
and university) as set forth in the State’s approved Cost Allocation <strong>Plan</strong>. These indirects,<br />
based on the indirect cost rate <strong>of</strong> the university and college respectively, are claimed,<br />
where allowable, to federal funding sources at FFP 50% and never at the enhanced FFP<br />
75% rate.<br />
Juvenile Probation and Parole Training –<br />
The <strong>Department</strong> has also implemented a core training curriculum for Juvenile<br />
Probation and Parole staff as part <strong>of</strong> the Program Improvement <strong>Plan</strong>. The table below<br />
identifies functions relative to the administration <strong>of</strong> the IV-E program that are addressed<br />
through this training, as well as functions claimable at the administrative rate <strong>of</strong> 50%.<br />

History <strong>of</strong> Juvenile Justice System - 3 hour training looks<br />
at the evolution <strong>of</strong> the Juvenile Justice System, its purpose<br />
today and the cross-system collaboration within the state<br />
system and with community partners.<br />

<strong>RI</strong> Juvenile Law – 3 hour training reviewing the law and<br />
using scenario-based exercises.<br />
Court Process – 3 hour training looks at the policy and<br />
protocol <strong>of</strong> the <strong>RI</strong> Family Court system as it relates to<br />
Juvenile Probation and Parole.<br />
Forensic Interviewing – 2 day training focuses on<br />
specialized techniques and issues involved in conducting a<br />
comprehensive assessment. Properly conducted forensic<br />
interviews ensure objectivity on the part <strong>of</strong> the<br />
interviewer; employ non-leading techniques; and<br />
emphasize careful documentation <strong>of</strong> the interview. This<br />
training incorporates theory, examples, and video taping<br />
<strong>of</strong> actual participants for teaching purposes.<br />
