table below, for SYF 2008, we’re<br />

seeing the percentage <strong>of</strong> referrals to<br />

EI programs increasing to 81%<br />

compared with 18% being referred to<br />

other early child development<br />

community programs.<br />

On average, DCYF conducts<br />

about 120 investigations per month in which a child under the age <strong>of</strong> three is involved.<br />

Approximately 55% <strong>of</strong> these investigations will result in a substantiated case <strong>of</strong> child abuse<br />

and/or neglect for the involved child. Not all children identified in a substantiated investigation<br />

will be referred to EI services, which is the purpose and benefit <strong>of</strong> having the nurse liaison<br />

working with CPS investigators to assist in determining which children are most likely to be<br />

eligible for EI services.<br />

The <strong>Department</strong> continues to make progress in tracking the outcome <strong>of</strong> its referral<br />

process for Early Intervention program services. An inter-departmental agreement was recently<br />

updated between DCYF and the <strong>Department</strong> <strong>of</strong> Human Services (DHS), which administers the<br />

EI program. The EI programs report to DHS on the number <strong>of</strong> children referred from DCYF to<br />

their programs. Of relevance is that DCYF made a referral for 284 children who were victims<br />

<strong>of</strong> an indicated investigation for SFY 2008. The DHS data show that 292 referrals were<br />

received from DCYF by an EI program. It is expected that the DHS number also includes some<br />

<strong>of</strong> the referrals from non-indicated investigations. The DHS data also provide a breakdown <strong>of</strong><br />

the enrollment status and the eligibility criteria on which the referral was based. For SYF 2008,<br />

data represent that 172 children<br />
