youth in care. Data represent that <strong>of</strong> 116 youth who are involved with the Regional Permanency<br />

Support Teams, 69 (59%) have a permanency goal <strong>of</strong> adoption and 21 (18%) have a permanency<br />

goal <strong>of</strong> reunifying. A small group is split between other planned permanent living arrangement<br />

and independent living. Eighty youth are still working toward development <strong>of</strong> a permanency plan.<br />

The focus is on assisting youth and DCYF staff in researching records and helping to identify<br />

valuable connections for youth in preparation for leaving care.<br />

In 2008, there were 11 subsidized guardianships finalized. Currently, there are a total <strong>of</strong><br />

30 subsidized guardianships and another 12 that are in process toward finalization. The<br />

<strong>Department</strong> is continuing efforts to promote legal guardianship as an option for children and youth<br />

when reunification or adoption is not a feasible permanency option.<br />

Adoption Specialist Certification Program –<br />

The Adoption Specialist Certification Program was developed in collaboration with the<br />

School <strong>of</strong> Social Work at Rhode Island College in 2007-08. The program is designed to <strong>of</strong>fer<br />

instruction through the Office <strong>of</strong> Continuing Education with a curriculum comprised <strong>of</strong> six core<br />

courses and three electives. This program is now two years old. During SFY 2009, participation<br />

ranged between 11 and 38 participants for the following workshops:<br />

o Trauma and Attachment<br />

o Gay and Lesbian Parenting<br />

o Strength-based Approaches to Working with Foster and Adoptive <strong>Children</strong> and <strong>Families</strong><br />

o Core Clinical Issues in Adoption<br />

o Lifebooks: A Roadmap to Life’s Memories<br />

o Adoption and Foster Care Placements Across State Lines<br />

Workshops planned for the Fall semester include:<br />

o Overview <strong>of</strong> Transracial Adoption<br />

o Fostering the Physical and Mental Health <strong>of</strong> Internationally Adopted <strong>Children</strong><br />

o Meeting the Needs and Addressing the Service Gaps for Lesbian, Gay, Bisexual and<br />

Transgender <strong>Youth</strong> in Adoption and Foster Care<br />

o Ethical Issues in Adoption<br />

This certification program continues to evolve with a strong, commitment from all key partners:<br />

Adoption Rhode Island, DCYF, and the Rhode Island College School <strong>of</strong> Social Work. The first<br />

graduation celebration is scheduled for November 20 during National Adoption Month for the<br />

participants who have completed all core workshops and electives.<br />
