therapeutic foster homes, shelters, group homes, community-based networks, residential<br />

counseling centers and residential treatment centers; supervised living apartments and<br />

independent living apartments; and after care programming which includes subsidized adoption,<br />

probation services, and end <strong>of</strong> sentence case management support for youth leaving the Rhode<br />

Island Training School. Wraparound case management structures and programs, funded by<br />

DCYF, are available for children and families as a prevention/intervention service as well as<br />

aftercare supports. A description <strong>of</strong> the continuum <strong>of</strong> services is included in the appendices.<br />

TITLE IV-B, SUBPART 1 – CHANGE IN PROGRAM PURPOSE<br />

The enactment <strong>of</strong> the Child and Family Services Improvement Act <strong>of</strong> 2006 establishes<br />

certain changes in the program purpose <strong>of</strong> Title IV-B, subpart 1 as it relates to child welfare<br />

services. The new program purpose is to protect and promote the welfare <strong>of</strong> all children;<br />

prevent the neglect, abuse or exploitation <strong>of</strong> children; support at-risk families through services<br />

which allow children to remain with their families or return to their families in a timely manner;<br />

promote the safety, permanence and well-being <strong>of</strong> children in foster care and adoptive families;<br />

and provide training, pr<strong>of</strong>essional development and support to ensure a well-qualified<br />

workforce.<br />

Service Descriptions: Funding from Title IV-B, subpart 1 is used to support six programs<br />

relating to child welfare outcomes promoting safety, permanence and well-being. These<br />

programs are:<br />

Family Care Community Partnerships (FCCP) – this program provides<br />

emergency and stabilization services for families in crisis where children are at risk<br />

for removal from home due to concerns relating to child abuse, neglect, and<br />

dependency. Services include case management and crisis intervention 24/7. This<br />

program <strong>of</strong>fers services for up to 120 days for families. Services are statewide<br />

within the FCCPs. Capacity is anticipated to be 200 at any given time.<br />

Adoption Preparation and Support – this program began as a federal<br />

demonstration project funded through ACF and is being continued through Title<br />

IV-B, subpart 1 funds. Services assist families in preparation for adoption <strong>of</strong><br />

DCYF involved children, and provide ongoing support including counseling;<br />

advocacy; therapeutic recreation, parent education, and crisis intervention as<br />

necessary to assist and preserve adoptive families.<br />

Adoption Rhode Island – this program works solely with DCYF as the adoption<br />

exchange information and referral program. A<strong>RI</strong> provides matching services for<br />

waiting children and interested families, and also provides support services for<br />

children waiting for adoption. The program has expanded to provide additional<br />

support for the <strong>Department</strong> in development <strong>of</strong> the Regional Permanency Support<br />

Teams. This function will provide necessary technical assistance and support for<br />

workers to be able to make the best and most informed decisions; e.g., gathering<br />

information from the case record to search for potential family connections and<br />
