The court required exhaustion <strong>of</strong> IDEA adm<strong>in</strong>istrative remedies <strong>in</strong> a damages case that<br />

had not been brought under the IDEA, f<strong>in</strong>d<strong>in</strong>g that, <strong>in</strong> pr<strong>in</strong>ciple, the relief the parents<br />

sought was available under the IDEA.<br />
