Methodology<br />

The review was delivered in the following way:<br />

The review was scoped in June 2009. Two evidence gathering sessions<br />

were held in July 2009 and September 2009. The Committee agreed<br />

its recommendations in December 2009. The evidence sessions<br />

involved:<br />

Assessment of documentation: Officers provided us with<br />

comprehensive written information on the <strong>Council</strong>’s and the Housing<br />

Managers’ obligations to leaseholders, addressing the key lines of<br />

enquiry that we had identified.<br />

Questioning of officers and external witnesses: Officers and external<br />

witnesses from <strong>Lewisham</strong> Homes and Regenter B3 attended both<br />

evidence session to answer questions on the written information<br />

submitted to the evidence sessions.<br />

Consideration of quantitative and qualitative evidence: We sent a<br />

survey to 1000 leaseholders in the borough and held two focus groups<br />

with a selection of <strong>Lewisham</strong> Homes and Regenter B3 leaseholders.<br />

Specifically, the following written and verbal evidence was considered<br />

at each session:<br />

Evidence session one:<br />

• Written and verbal evidence on our first two sets of key lines of<br />

enquiry (standard of repairs and maintenance; and charging and<br />

billing leaseholders)<br />

• Written information on the key legislation relating to the<br />

management of leasehold properties and the Leasehold Valuation<br />

Tribunal.<br />

Evidence Session two:<br />

• Written and verbal evidence on the final set of key lines of enquiry<br />

(consultation with leaseholders)<br />

• Written and verbal evidence on procurement processes and<br />

benchmarking<br />

• Written and verbal evidence on the results of the survey and focus<br />

group.<br />

In addition, we sent a series of follow-up questions to officers and<br />

witnesses and we received written responses to these questions.<br />
