7.11 DEPARTMENT SPORT &RECREATION7.10 DEPARTMENT COMMUNITY SAFETY AND LIAISONThedepartment’svision is to seethat:The people ofKwaZulu-Natallive in a safe andsecureenvironment.A winningprovincethrough sportand recreation.The Mission of theDepartment is to bethe lead agency indriving the integrationof community safetyinitiatives, towards acrime free KZN.The department’smission is to maximiseopportunities throughthe promotion anddevelopment ofsustained Sport andRecreationprogrammes toimprove the quality oflife of the citizens ofKwaZulu-Natal.The strategic objectives set by the departmentare to:• Evaluate police service delivery andcompliance with national policy standardsand make recommendations for redresswhere required;• Assess the effectiveness of visible policing inthe province;• Improve South African Police Service (SAPS)efficiency and effectiveness throughindependent service delivery evaluation andreward;• Improve public confidence and trust in thepolice;• Address service delivery complaints againstthe police to support the raising of servicestandards;• Oversee the establishment and functioningof Community Policing Forums (CPFs) at allpolice stations in the province;• Enhance the capacity of community policestructures to improve co-operation betweenthe police and the community;• Promote community dialogue andparticipation in support of crime preventioninitiatives and activities;• Execute social crime prevention programmesat provincial and local level;• Research and develop social crimeprevention responses to community safetypriorities;• Consolidate the Community Safety Networkstructure;• Promote the establishment of a VictimSupport Network;The strategic goals of the department are asfollows:• To promote, transform and develop sportand recreation to address the issues ofnation building and quality of life;• To promote and contribute to economicgrowth and opportunities through sport andrecreation;• To promote and contribute to goodgovernance in sport and recreation; and• To provide an effective and efficient supportservice.__________________________________________________________________________________________Maphumulo Integrated Development Plan (IDP) 2012 - 2013Final June 2012Page 99 of 142
