2.6.3 ORGANISATIONAL STRUCTUREThe reviewed 2011/12 Maphumulo Municipality organizational structure provides for threedirectorates which are accountable to Municipal Manager, namely:Corporate ServicesBudget and TreasuryInfrastructure, Community Development and HousingThe following diagram represents the municipality’s current organisational structure at seniormanagement level.Figure 7: Maphumulo Organisational StructureThe three directorates are each under the leadership of senior managers who are appointedin terms of Section 57 of the Municipal Systems Act and are made of a number of businessunits in line with the municipality’s powers and functions and the IDP. Of the threedirectorates, one senior manager position is filled in an acting capacity, one is filledpermanently and the other one is vacant. The existence of a vacancy at this level ofmanagement poses serious challenges for the municipality as it affects the speed with whichcertain strategic decisions can be taken and implemented. Under the current set-up, theexisting business units which are led by managers are the Housing, Community Services,Technical Services and Finance with the Planning, Strategic Support and Internal Audit Unitsfalling within the Office of the Municipal Manager.
