The municipality has a dedicated Public ParticipationOfficer who deals with matters relating to ward committees on behalf of the Office of theSpeaker.There are 110 ward committee members allocated to 11 wards and are 50% functional. Theinduction process has been done to all of them and the training on the Ward CommitteeFunctionality/Framework is scheduled to take place in the near future, the municipality iscurrently waiting for the service provider in this regard.A number of training opportunities have also been made available for ward committeemembers to augment their capacity.WARD COMMITTEE TRAININGWard committee members were trained and capacitated on the following topics:Functions and powers of ward committee membersStakeholders registerYear plannerComplain systemPerformance management systemBudget.The training was conducted by the service provider - Powerhouse Rush. Training wasprovided to all 110 ward committee members were divided into two groups. The first groupwas trained on the 2 nd and 3 rd May 2012. The second group was trained on 8 th to 9 th May2012.Training was very successful in terms of participation of ward committees. The functioning ofthe Ward Committees is imperative to ensure comprehensive and inclusive publicparticipation; since this will further involve overall community involvement and participationwhich allows <strong>Maphumulo</strong> to comply with functioning ward committees.All agenda of Ward Committee meeting must be submitted to the office the Speakerand minutes before the meeting take place.All public meeting must be convene in Wards quarterly and the office the Speaker mustreported by Ward Councillors.All Municipal programmes the Councillors must make it first priority, e.g. <strong>IDP</strong> road showsand public meetings (Izimbizo’s), Disaster.Each Ward Committee must have 6 official meeting per financial year therefore WardCouncillors as the Chairpersons of the Ward must make sure that all these meetingstakes place.2.6.5 TRADITIONAL LEADERSHIP STRUCTURESThe Traditional Leadership institution has been and continues to be at the centre of socialdevelopment within the <strong>Maphumulo</strong> Municipality, particularly as the rest of the countryexperiences challenges resulting lack of social cohesion and the crumbling of family units.Amakhosi work and live with people within their communities and are well-positioned toadvise and guide the municipality using local/historical knowledge. The area is also fortunateto have 11 Traditional Authorities which correspond with each of the 11 municipal wards.This has facilitated good working relationships and communication between Amakhosi andcouncillors in all matters concerning the development of the area, particularly around theallocation of Ingonyama Trust land as well as authorising development applications.__________________________________________________________________________________________<strong>Maphumulo</strong> Integrated <strong>Development</strong> Plan (<strong>IDP</strong>) 2012 - 2013Final June 2012Page 52 of 142
