The <strong>Maphumulo</strong> Municipality has considered the National Spatial <strong>Development</strong> Perspective(NSDP), the current Provincial Growth & <strong>Development</strong> Strategy (PGDS), the Spatial<strong>Development</strong> Framework (SDF) and the Provincial Spatial Economic <strong>Development</strong>Perspective (PSEDS) 2006 under review to ensure that there is alignment between the all theplanning and policy directives/imperatives and to ensure its <strong>IDP</strong> Sector Plans are aligned andintegrated. The schematic diagram below demonstrates the vertical and horizontalalignment processes considered and followed in the formulation of the <strong>Maphumulo</strong> <strong>IDP</strong>.Figure 14: Processes Considered in the Formulation of the <strong>Maphumulo</strong> <strong>IDP</strong>4.2.1.1 The National <strong>Development</strong> Perspective (2006)The principles of the NSDP considered in the formulation of the <strong>Maphumulo</strong> <strong>IDP</strong> aresummarised as follows:Government spending on fixed investment, beyond the constitutional obligation toprovide basic services to all citizens (such as water, electricity as well as health andeducational facilities) focus on localities of economic growth and/ or economicpotential. This is in order to attract private- sector investment, stimulate sustainableeconomic activities and/ or create long-term employment opportunities.Economic growth is a pre-requisite for the achievement of other policy objectives, keyamong which are poverty alleviation.In localities where there are both high levels of poverty and development potential,fixed capital investment beyond basic services are to be included to exploit thepotential of these areas.Efforts to address past and current social inequalities should focus on people and notplaces.In order to overcome the spatial distortions of Apartheid, future settlement andeconomic development opportunities should be channelled into activity corridors andnodes that are adjacent to or link the main growth centres.In localities where there is low development potential, government spending beyondbasic services should focus on providing social transfers, human resource developmentand labour market intelligence.__________________________________________________________________________________________<strong>Maphumulo</strong> Integrated <strong>Development</strong> Plan (<strong>IDP</strong>) 2012 - 2013Final June 2012Page 66 of 142
