About 88% of the posts identified in theorganogram have been filled and more will be filled in the current financial year. The Districtlevel<strong>Development</strong> <strong>Planning</strong> Shared Services initiative by the Department of LocalGovernment and Traditional Affairs is also envisaged to streamline development planningservices across municipalities and benefit the <strong>Maphumulo</strong> Municipality and all otherparticipating municipalities. The municipality is currently investigating the most effectivemechanism of integrating this initiative into its current operations.Lastly, the challenge of vacancies, the municipality has had difficulties in attracting andretaining highly skilled individuals into its structure, mainly because of its rural nature and theinability to compete with more established urban municipalities and private businesses forskilled personnel.2.6.4 WARD COMMITTEE SYSTEMSIn terms of the Municipal Structures Act, (Act 117 of 1998) municipalities are required toestablish ward committees to enhance community participation in municipal developmentprocesses. In compliance with this legislative requirement the <strong>Maphumulo</strong> Council set upward committees in each of the eleven wards. The ward committee have since theirestablishment added much value to municipal processes by providing inputs from acommunity perspective.
