This is compounded by the scattered nature ofthe settlements, lack of proper health and hygiene facilities, lack of access roadinfrastructure, as well as transport services for travelling to the available health facilities. As in most parts of the country, the municipality has to contend with increasing levels ofHIV/AIDS prevalence. While official statistics on the prevalence are not available, thenumber of deaths attributed to the pandemic is alarming. The most prevalence cases andHIV/AIDS-related deaths have been recorded amongst the youth, a considerablepercentage of which also forms the economically active population in the area. The numberof child-headed households has also increased drastically as a result of household headsdying because of HIV/AIDS. This is also putting a lot of pressure on the social security systemas most people are increasingly dependent on social grants for daily subsistence purposes, which are over and above the pension, disability and child support grants that most peoplereceive. As alluded to in the previous sections, the Community Survey conducted by StatisticsSouth Africa in September 2007 points out to a drastic population decline within the areabetween 2001 and 2006. Although the municipality has not confirmed the cause of thissharp decline in population numbers, indications are that death through HIV/AIDS accountsfor most of the figures. The municipality continues to partner with the Department of Health in the implementation ofhealth programmes towards improving access to primary health care services.Achievements in this regard include the following:Primary Health Care clinics and Anti-Retroviral Treatment (ART) down referrals (2 inMaphumulo).Targets for the number of patients registered and receiving ART are exceeded everyyear.Female condoms available in all clinicsMother to Mother project support of Prevention of Mother-To-Child Transmission (PMTCT)programme being implemented in most clinics. The TB cure rate has improved from 46% in 2003 to 60% currently.4 Clinics upgraded by addition of Voluntary Counselling and Testing (VCT) rooms. To improve access to health facilities within the area, the Department of Health has assessedthe list of applications for the construction of health facilities in strategic locations within themunicipality, some of which are currently being implemented. The table below provides a listof the applications for the area as well as their status as at the first quarter of theDepartment’s 2010/11 financial year.ProjectStatus1.
