9 CHAPTER 9 - IMPLEMENTATION PLAN9.1 APPROACH TO IMPLEMENTATIONThe approach to the implementation of the <strong>IDP</strong> is informed by both the municipality’sinternal dynamics and the external environment including its rural nature. It is also premisedon the following principles:‣ Multi-year view of implementation planning and management;‣ Service delivery orientation and focus on key priorities;‣ Highlighting individual contributions to the achievement of broader <strong>IDP</strong> objectives;‣ Promoting integration and alignment;‣ Efficient allocation of resources;‣ Facilitating continuous learning and innovation;‣ Promoting of targeted and time-bound programmes;‣ Linking planning, implementation and performance management systems.In line with the above principles, all the programmes, projects, as well as activities within the<strong>IDP</strong> falls within one or more of the five national key performance areas (KPAs), with Spatial<strong>Planning</strong> and Environmental Management added to accommodate relevant programmesand activities. Figure 8 below illustrates the interconnectedness between KPAs.Figure 24: National Key Performance Areas and the <strong>IDP</strong>9.2 MANAGEMENT, CO-ORDINATION, AND GOVERNANCE SYSTEMSAs the Accounting Officer, the Municipal Manager is charged with the responsibility ofdriving the implementation of the <strong>IDP</strong> over its five-year term. The <strong>IDP</strong> KPAs are allocated toeach of the three Directorates (Services, Budget and Treasury, as well as Infrastructure,Community <strong>Development</strong>, and Housing), with some of the KPAs being jointly managed bymore than one Directorate e.g. Social and Economic <strong>Development</strong>. Various programmesand projects within the KPAs are then allocated to various Business Units within eachDirectorate for implementation. A project leader will be appointed for each project and shallbe responsible for the preparing of detailed business plan, ensuring that the project isadequately integrated with other projects and taking responsibility for managing thatproject.
