4 CHAPTER 4 - THE SPATIAL DEVELOPMENT4.1 THE SPATIAL DEVELOPMENT VISIONThe <strong>Maphumulo</strong> <strong>Development</strong> Vision was illustrated within previous sections of this report. Asthe central future concept for development within the municipality, this vision needs to betranslated spatially in order to ensure the development of land as well as the futuremanagement of all resources all work towards the achievement of this vision and does notcontradict it.4.2 ALIGNMENT OF THE SDF WITH NATIONAL, PROVINCIAL ANDDISTRICT POLICIES4.2.1 POLICY CONTEXTSince 2009, Government departments and institutions of Government have been required tofocus their planning drawing from a number of inter-related policy documents. Ofsignificance here is the five (5) National and six (6) Provincial Priorities, the twelve (12)National Outcomes, the New Growth Path the National <strong>Planning</strong> Commissions Diagnosticand at the global level the Millennium <strong>Development</strong> Goals (MDGs). This policy contextserves to highlight the key threads of the different yet related policy frameworks. Theirrelevance lies in their developmental principles that any growth and development strategywill need to subscribe to in order to address the constraints and so harness the provincialstrengths to bring about growth and development that will benefit all <strong>KZN</strong> people.The Five National and Six Provincial Priorities include the following: Job Creation (Decent work and Economic growth); Education; Health; Rural <strong>Development</strong>, food security and land reform; Fighting Crime and corruption; and Nation Building and Good Governance (State of <strong>KZN</strong> Province Address February 2010).The 12 National Outcomes that all provincial governments must align to, has played a criticalrole in providing the foundation towards alignment and integration of current policydirectives.The United Nations MDGs declaration aims to promote a ‘comprehensive approach and acoordinated strategy, tackling many problems simultaneously across a broad front’. It is acritical document whereby all signatory countries and development organizations havecommitted to aligning themselves with achieving the targets set by 2015. The goals are asfollows:Goal 1: Eradicate extreme poverty and hungerGoal 2: Achieve universal primary educationGoal 3: Promote gender equality and empower womenGoal 4: Reduce child mortalityGoal 5: Improve maternal healthGoal 6: Combat HIV/Aids, malaria and other diseasesGoal 7: Ensure environmental sustainabilityGoal 8: Develop a global partnership for development__________________________________________________________________________________________<strong>Maphumulo</strong> Integrated <strong>Development</strong> Plan (<strong>IDP</strong>) 2012 - 2013Final June 2012Page 65 of 142
