3 CHAPTER 3 - DEVELOPMENT STRATEGIES3.1 VISION, STRATEGIES AND PROGRAMME3.1.1 MILLENNIUM GOALSThe United Nations MDGs declaration aims to promote a ‘comprehensive approach and acoordinated strategy, tackling many problems simultaneously across a broad front’. It is acritical document whereby all signatory countries and development organizations havecommitted to aligning themselves with achieving the targets set by 2015. The goals are asfollows:Goal 1: Eradicate extreme poverty and hungerGoal 2: Achieve universal primary educationGoal 3: Promote gender equality and empower womenGoal 4: Reduce child mortalityGoal 5: Improve maternal healthGoal 6: Combat HIV/Aids, malaria and other diseasesGoal 7: Ensure environmental sustainabilityGoal 8: Develop a global partnership for development3.1.2 NATIONAL AND PROVINCIAL PERSPECTIVESThe schematic representation below provides outline of the integrated approach followed inthe formulation of the <strong>Maphumulo</strong> <strong>IDP</strong>, which demonstrates the alignment between theNational Key Performance Areas (NKPA’s) and the Provincial Key Priorities supported by theState of Province Address 2011. These key areas of intervention are in turn aligned with the12 National Outcomes that serve as the <strong>Development</strong> Thrusts (regarded as the nonnegotiable).Each of these priorities are benchmarked against the backbone of theProvincial Sustainability Approach followed in the formulation of the Provincial Growth and<strong>Development</strong> Strategy (PGDS) 2011.
