FOREWORD BY HER WORSHIP, THE MAYOR OF MAPHUMULO LOCAL MUNICIPALITY,COUNCILLOR N.H. NGCOBOThis is the 3 rd generation Integrated <strong>Development</strong> Plan for the<strong>Maphumulo</strong> Municipality for the period 2012/13-2016/17.The current Council has resumed Office in June 2011 after the localgovernment elections that took place in May 2011. The currentCouncil is faced with many challenges related to provision ofservices to the communities. The MEC has increased the number ofcouncillors from 21 to 22 after the local government elections.The current Council is also faced with the challenges related toboundaries of this municipality. The boundaries were demarcated insuch a way that it deprived the municipality of any sources ofrevenue. In addressing this situation, the Council has engaged theDemarcation Board in acquiring KwaSizabantu Mission and the townof Kranskop to be incorporated to <strong>Maphumulo</strong> Municipality.Despite being faced with challenges, the Council has managed toconstruct community access roads, renovated community halls andhas succeeded in sourcing funding that will assist in electrification of certain areas in <strong>Maphumulo</strong>. Thecouncil is continuing to source more funds to address the backlog of electricity in the area.Much progress has been made in formalizing the town of <strong>Maphumulo</strong>. This will result in communities nottravelling to towns outside <strong>Maphumulo</strong> for their daily necessities. Shacks that were built inside the townare being demolished, paving the way for proper development within the town.One of the challenges facing our area is the inadequate water supply. This challenge is beingaddressed through the installation of the water pipe that is running through <strong>Maphumulo</strong> municipalityright into KwaDukuza. This will result in most communities getting water, which is their constitutional right.The recent developments that are taking place in KwaShushu Hotspring will result in the attraction ofmore tourists in area. Plans are afoot in having Itshe LikaNtunjambili being another important touristdestination. The construction of P711 road that connects <strong>Maphumulo</strong> Municipality and the airport willresult more economic spinoffs that will alleviate poverty and unemployment in the area.<strong>Maphumulo</strong> Municipality participated in the Greenest Municipality Competition category B which isorganised by the Department of Agriculture, Environmental Affairs and Rural <strong>Development</strong>.<strong>Maphumulo</strong> Municipality won in the ILembe District Municipality and went on to compete in theprovince and got the 3 rd position on the Greenest Municipality in KwaZulu Natal and 1 st position on thespecial category which is Fleet Management.The municipality has developed an Integrated Waste Management Plan (IWMP) which has beensubmitted to the Provincial Department for their approval. All municipal infrastructural projects areenvironmental compliant. The waste collection in <strong>Maphumulo</strong> Town is done daily and the waste isdisposed at a legal waste disposal site. The IWMP will help the municipality to improve from where westarted. <strong>Maphumulo</strong> Municipality intends to manage waste by preventing, minimising and recyclingwasteThe Municipality supports World Aids Day and makes a substantial contribution to the course thereofthrough Sukhuma Sakhe Initiatives.We will continue to strive to realize our goal to bring about development and services to ourcommunities in order to achieve a better life for all communities in our area.____________________________Her Worship, the MayorCllr HN Ngcobo__________________________________________________________________________________________<strong>Maphumulo</strong> Integrated <strong>Development</strong> Plan (<strong>IDP</strong>) 2012 - 2013Final June 2012Page 10 of 142
