Implementation programmes provide details as to project outputs,key milestones, beneficiaries, timeframes, responsibilities, as well as resources requirements.This is to ensure that each of the programmes, projects, and activities within the <strong>IDP</strong> areallocated to a structure or an individual to lead implementation. This also requires theinvolvement of relevant national and provincial sector departments, other state agencies,non-governmental organisations operating in the area, as well as the formation of Public-Private Partnerships to fast-track implementation. The prioritisation of projects and theallocation of funding have also given preference to programmes and projects that have thepotential of achieving more than one development objective, thus maximising the potentialof addressing identified priority issues.The municipality also intends improving and strengthening its governance, co-ordination anddecision-making processes to expedite the implementation of the <strong>IDP</strong> process. Suchprocesses include supply chain and contract management, ensuring that PortfolioCommittees deliberate on issues relevant to their core business and makingrecommendations, ensuring that the EXCO and Council make the necessary approvalstimeously, as well as facilitating the establishment and functioning of sector-specificstakeholder engagement structures. The institutional approach employed is depicted inFigure 25 below.Figure 25: Institutional Arrangements for <strong>IDP</strong> Implementation9.3 CRITICAL SUCCESS FACTORSThe implementation of the <strong>IDP</strong> will be influenced by a number of inherent and externalfactors, most of which will need to be addressed prior to and during implementation. Suchfactors include: The level of integration and alignment between the municipality and public, nongovernmental,as well as private agencies working in the area; The filling of critical posts within the municipality’s organogram; The availability of funding to implement some of the priority programmes and projectsthat have funding shortfalls; Various sector departments, government agencies and service providers implementingprogrammes within their powers and functions in line with the planned timeframes andquality; Necessary approvals relating to the <strong>Maphumulo</strong> Town development taking place early inthe 2010/11 financial year; and__________________________________________________________________________________________<strong>Maphumulo</strong> Integrated <strong>Development</strong> Plan (<strong>IDP</strong>) 2012 - 2013Final June 2012Page 132 of 142
