strategic session include; the purpose and need of a PMS, the process to be followed incompiling a PMS, roles and responsibilities, components of a scorecard, etc.During the said session, <strong>Maphumulo</strong> identified 5 top goals critical to its overall Service DeliveryPlan that need to be incorporated into the overall Organisational PerformanceManagement Framework, i.e.:1. Ensure that all people have access to basic services;2. Create safe, healthy and sustainable living environment;3. Ensure human and utilisation of natural resources are in harmony;4. Ensure all employable people are employed; and5. Entrench people-centeredness.2.6.11 SUPPLY CHAIN MANAGEMENTIn compliance with the Municipal Finance Management Act the municipality has its SupplyChain Management Unit in place. The municipality has a Supply Chain Manager to ensurethat the unit meets the government and local targets, such as preferential procurement andto ensure that the cost-effective procurement arrangements are in place.2.6.12 BY-LAWS AND POLICIESThe Municipality has in place Human Resources, Administrative and Financial policies as wellas operation and procedure manuals. Most of these policies have been adopted andapproved by the Council and are in force. Should the need arise, new policies andprocedure manuals are developed. The Council has developed a set of by-laws in line withthe proclamation of standard by-laws by the provincial MEC for Local Government.2.7 BROAD BASED COMMUNITY NEEDSThe Broad Based Community Needs per ward of the municipality were determined duringvarious consultations session and re-affirmed during Rep Forum engagements held at thedistrict level. The status quo analysis which forms the basis of this <strong>IDP</strong> for the municipalityfurthermore, confirms these needs and or priorities, hence imperative that the district whomare partly responsible for the provision and delivery of such, incorporate and addresses theseneeds in their respective <strong>IDP</strong>.The table below is an illustration of the needs identified per respective ward, consolidated inorder of priority that provides clear directive as to the challenges and areas of interventionrequired.__________________________________________________________________________________________<strong>Maphumulo</strong> Integrated <strong>Development</strong> Plan (<strong>IDP</strong>) 2012 - 2013Final June 2012Page 55 of 142
