6.6 FINANCIAL VIABILITY AND MANAGEMENT6.6.1 OVERVIEWIt is at the core of this Municipality to ensure enhancement revenue and to ensure financialviability and sustainability for <strong>Maphumulo</strong> Municipality. The Municipality thus ensures thatthere is broad alignment in the municipality that ensures that all departments adhere to thenotion of clean audit.6.6.2 CHALLENGESThe municipality faces the challenge of balancing the salary budget and the Servicedelivery budget. As a result the senior positions cannot all be filled, hence there is a vacantposition for the Executive Manager responsible for Community Services, Technical Servicesand Housing. This challenge exerts pressure on the senior managers as they have to cater forall the work. There is also a challenge of recruiting and keeping technical staff within themunicipality. This situation is the result of the geographical position of the municipality whichis in the rural area.6.6.3 OBJECTIVESThe main objective of this KPA is to improve the organizational development capacity of themunicipality to render effective service delivery.6.6.4 THE PLANThe plan aims to ensure effective coordination and implementation which requires eachdepartment working together as one hence addressing the backlogs within <strong>Maphumulo</strong>Municipality thus improving the quality of life for the citizens.6.6.5 SECTOR PLANSSupply Chain Management Regulations:This Policy applies when the municipality –(a) procures goods or services;(b) disposes of goods no longer needed;(c) selects contractors to provide assistance in the provision of municipal services otherwisethan in circumstances where Chapter 8 of the Municipal Systems Act applies; or(d) selects external mechanisms referred to in section 80 (1) (b) of the Municipal SystemsAct for the provision of municipal services in circumstances contemplated in section 83 ofthat Act.Municipal Property Rates Policy: MPRPIndigent PolicyIn terms of section 74 (1) of the Local Government: Municipal Systems Act, 2000, the Councilof <strong>Maphumulo</strong> Municipality is required to adopt and implement a tariff policy on the levyingof fees for municipal services. In terms of section 74 (2) (c) of the aforementioned act, thetariff policy must reflect, inter alia, the principle that poor households must have access to atleast basic services through (i) tariffs that cover only operating and maintenance costs, or (ii)special tariffs or life line tariffs for low levels of use or consumption of services or for basic__________________________________________________________________________________________<strong>Maphumulo</strong> Integrated <strong>Development</strong> Plan (<strong>IDP</strong>) 2012 - 2013Final June 2012Page 117 of 142
