2.2.2.3 Sectoral ContributionPublic SectorGovernment services are the largest contributor to the local economy. This can be ascribedto the government investment and development within the area in the form of schools andclinics but also the concentration of government departments in <strong>Maphumulo</strong> town. The civilservants are the largest component of the middle class of <strong>Maphumulo</strong> and as a result, theysupport the local economy, especially the retail sector.AgricultureWhile most of the land in the region is steep with limited agricultural potential, the averagerainfall in the area is good. Agricultural activity include both formal and subsistenceagriculture. Sugar cane, maize, sorghum and vegetables are the main agricultural activitiesin the area. Amadumbe crop is also emerging as an agricultural activity with economicgrowth potential, especially in terms of linking the first and second economies. A processingfactory has been established in KwaDukuza Municipality thus offering small scale subsistencefarming with an opportunity to sell their amadumbe to this factory. Forestry is the secondmost dominant form of agricultural activity which is scattered throughout the municipality.Commercial ActivityLimited commercial activities in <strong>Maphumulo</strong> exist in the form of general dealers, liquor storesand other small businesses in the small centre of <strong>Maphumulo</strong> town. Consequently, significanteconomic leakage to major centres such as KwaDukuza and Durban occurs as dailycommodities are usually bought in surrounding towns. Local business people and small scaleentrepreneurs find it difficult to trade in an environment which does not provide adequatefacilities and have indicated their support for the development of such a facility.There is no formal industrial development in the municipality; some of the sugar mills andindustrial areas that attract the migrant workers are within the KwaDukuza and MandeniLocal Municipalities. Industrial development potential has been identified for industrialdevelopment in Ward 10 (Emzini Wezinsizwa) although feasibility studies still need to beundertaken to determine the suitability of this area for such a purpose.Tourism<strong>Maphumulo</strong> Municipality possesses a lot of untapped cultural/eco-tourism potential due itscultural background and natural heritage. It boasts tourist such natural attractions as Kwa-Shushu Hot Springs, Itshelika Ntunjambili and Sabuyaze Mountain amongst others. From botha historical and cultural perspective, Izibayazika Gcugcwa and the world famous battlefieldsof the Bambatha Rebellion serve as a good attraction for the area. Arts and crafts have alsonot been explored to the maximum within the area and the potential lies with people whomake ornamental carvings and small furniture. In addition, traditional weaving is done bylocal women and therein is the opportunity for the industry to develop into a tourist market. Itremains important to ensure that raw materials are utilized on a sustainable basis to ensurethe existence of the industry.MiningA potential for titanium mining exists within the municipal area, and the municipality iscurrently investigating the magnitude of the potential. Should this become a reality, it wouldboost the economic profile of the municipality and create local jobs that would generallyimprove the ability to pay for services and spending power amongst the residents, andthereby contribute to the sustainability of the municipality as a whole.HIV/AIDS and Economic <strong>Development</strong>The municipality currently does not have official statistics on HIV/Aids except for anecdotalinformation that indicated that the spread of the disease is rapidly increasing. As a result themunicipality is relying on the Provincial HIV/Aids statistics that the HIV/AIDS infection rate is30%. The virus has a direct impact on the ability of the area to grow and develop.
