CEIOPS’ <strong>Advice</strong>: Simplifications regarding best estimate<br />

General issues<br />

3.247 The term “simplified method” may be used to refer to a situation<br />

where a specific valuation technique has been simplified in line with<br />

the proportionality principle, or where a valuation method is<br />

considered to be simpler than a certain reference or benchmark<br />

method.<br />

3.248 However, any distinction between “simplified” and “non-simplified<br />

methods would necessarily need some assessment and, hence, it is<br />

necessary to explore how to achieve a categorisation, as clearer as<br />

possible, of the range of available methods.<br />

Specification of simplified methods on <strong>Level</strong> 2<br />

3.249 Considering the principles-based approach to the valuation of<br />

technical provisions envisaged by Solvency II, the inclusion of specific<br />

simplified methodologies <strong>for</strong> the valuation of technical provisions on<br />

<strong>Level</strong> 2 should be <strong>for</strong>eseen <strong>for</strong> components of the valuation where:<br />

• the use of simplified methods is expected to be widespread, and a<br />

common understanding of an actuarial “best practice” is still<br />

evolving; or<br />

• there is a particular need <strong>for</strong> small and medium-sized<br />

(re)insurance undertakings <strong>for</strong> such an inclusion.<br />

3.250 Where simplified methods are specified on <strong>Level</strong> 2, they should be<br />

available <strong>for</strong> all (re)insurance undertakings, subject to application<br />

criteria which<br />

• specify the circumstances and conditions under which they are<br />

intended to be used; and<br />

• have due regard to the model error inherent in an application of<br />

the method.<br />

Thresholds determining the allowance of simplified methods<br />

3.251 Where external thresholds are established in <strong>Level</strong> 2 to determine the<br />

allowance of simplified approaches, these should be intended to<br />

capture the degree of model error in the calculation.<br />

3.252 In implementing external thresholds , care should be taken to ensure<br />

that:<br />

• this is consistent with the principles-based proportionality<br />

assessment process outlined in section 3.1 of this paper;<br />

• the assessment of model error implicit in the calibration of the<br />

threshold adequately reflects the actual degree of model error<br />
