<strong>Pellerano</strong> & <strong>Herrera</strong>Attorneys at lawdifferent economic sectors, through <strong>the</strong> Consultant Committee, have helped toidentify <strong>the</strong> national priorities, and thus to determ<strong>in</strong>e <strong>the</strong> goals which <strong>the</strong>Negotiator Team seeks to achieve <strong>in</strong> every round of negotiations.The negotiation policy of <strong>the</strong> Dom<strong>in</strong>ican <strong>Republic</strong> has been guided by a firmapproach to <strong>the</strong> closest geographic region, propos<strong>in</strong>g <strong>the</strong> formation of a “strategicalliance” with <strong>the</strong> countries of Central America and CARICOM (<strong>in</strong>clud<strong>in</strong>gHaiti), <strong>in</strong> <strong>the</strong> understand<strong>in</strong>g that a jo<strong>in</strong>t block of all <strong>the</strong>se nations will allow, notonly to widen <strong>the</strong> market and export capacity of each country, but also to negotiatetoge<strong>the</strong>r with <strong>the</strong> big blocks of <strong>the</strong> hemisphere (NAFTA, MERCOSUR,DR-CAFTA and Andean Group) and thus have a stronger position before <strong>the</strong>m.The country has already signed a Free Trade Agreement with Central America,ano<strong>the</strong>r similar agreement with CARICOM and a Trade Agreement with Panama.With CARICOM it shares <strong>the</strong> Forum of ACP Caribbean Countries, as members of<strong>the</strong> Cotonou Agreement (CARIFORUM).Central America, CARICOM, <strong>the</strong> Dom<strong>in</strong>ican <strong>Republic</strong> and o<strong>the</strong>r nations belong to<strong>the</strong> Association of Caribbean States (ACS).Fur<strong>the</strong>rmore, after several negotiations, <strong>in</strong> March 2005 <strong>the</strong> Dom<strong>in</strong>ican <strong>Republic</strong>became a member of <strong>the</strong> Free Trade Agreement signed between <strong>the</strong> United Statesand Central America.F<strong>in</strong>ally, <strong>the</strong> Caribbean region moves, toge<strong>the</strong>r with <strong>the</strong> American Hemisphere,towards <strong>the</strong> Free Trade Agreement of <strong>the</strong> Americas, FTAA, that was scheduled tobe concluded <strong>in</strong> <strong>the</strong> year 2005. However, <strong>the</strong> negotiations have not yet been ableto lead to an agreement between <strong>the</strong> participat<strong>in</strong>g countries.All <strong>the</strong>se movements must be framed with<strong>in</strong> <strong>the</strong> regulations of <strong>the</strong> World TradeOrganization (WTO), of which <strong>the</strong> Dom<strong>in</strong>ican <strong>Republic</strong> is a member hav<strong>in</strong>gsigned <strong>the</strong> Marrakech Agreement on April 1994.49FREE TRADE AGREEMENT WITH CARICOMThe Caribbean Community or CARICOM provides for political co-operation and<strong>the</strong> creation of a common market among <strong>the</strong> English speak<strong>in</strong>g countries of <strong>the</strong>region, namely Barba<strong>do</strong>s, Guyana, Jamaica,Tr<strong>in</strong>idad & Tobago,Antigua & Barbuda,Belize, Dom<strong>in</strong>ica, Grenade, Monserrat, Sa<strong>in</strong>t Kitts & Nevis, St. Lucia, St. V<strong>in</strong>cent,The Grenad<strong>in</strong>es and The Bahamas.The requests made by <strong>the</strong> Dom<strong>in</strong>ican <strong>Republic</strong> to become a member of CARI-COM were rejected. However, after <strong>in</strong>tensive negotiations carried out from July1997 until August 1998, <strong>the</strong> parties agreed to sign a free trade agreement. On 22August 1998, after <strong>the</strong> conclusion of <strong>the</strong> Special Meet<strong>in</strong>g of Heads of State andGovernment of CARIFORUM celebrated <strong>in</strong> Santo Dom<strong>in</strong>go, <strong>the</strong> Free TradeAgreement between CARICOM and Dom<strong>in</strong>ican <strong>Republic</strong> was signed. Congressratified this agreement on January 2000.The entry <strong>in</strong>to effect of this agreement allows more than 85% of <strong>the</strong> commercebetween both markets to be free of tariffs, for an estimated 47 million consumers.The agreement contemplates <strong>the</strong> grant<strong>in</strong>g of free access of more than
