In 2005,Verizonhad a total of 1,234,016 l<strong>in</strong>es (468,664 mobile, 754,360 wire l<strong>in</strong>es and 10,992public phones); Tricom had a total of 464,024 l<strong>in</strong>es (161,411 local wire and302,613 mobile), Centennial Dom<strong>in</strong>icana had 68,000 mobile l<strong>in</strong>es; FranceTelecom Dom<strong>in</strong>icana has 215,000 users; Turitel had 768 l<strong>in</strong>es; and Economitelwas <strong>in</strong> process of implementation.As a result of <strong>the</strong> strong growth of this sector, it was necessary to obta<strong>in</strong> a newarea code for <strong>the</strong> Dom<strong>in</strong>ican <strong>Republic</strong>.In addition to <strong>the</strong> 809 area code,<strong>the</strong> countryhas also <strong>the</strong> 829 as a second area code.The implementation process and <strong>the</strong>required adjustments have already started.LEGAL FRAMEWORK: LAW 153-98General Telecommunications LawOn 27 May 1998 <strong>the</strong> General Law on Telecommunications 153-98 was passed,which derogated Law 118 of 1966 on Telecommunications. This legislation,which seeks to modernize <strong>the</strong> measures for <strong>the</strong> regulation of <strong>the</strong> sector andadapt <strong>the</strong>m to <strong>the</strong> parameters set forth <strong>in</strong> <strong>the</strong> field by <strong>in</strong>ternational organizationssuch as <strong>the</strong> World Trade Organization (WTO) and <strong>the</strong> InternationalTelecommunications Union (ITU), has contributed to <strong>the</strong> expansion that this sectorhas been experienc<strong>in</strong>g s<strong>in</strong>ce <strong>the</strong> 80´s.Law 153-98 regulates <strong>the</strong> <strong>in</strong>stallation, ma<strong>in</strong>tenance and operation of telecommunicationnetworks, as well as <strong>the</strong> provision of services and equipment related totelecommunications with <strong>the</strong> follow<strong>in</strong>g aims:To ensure that <strong>the</strong> whole population has access to telecommunications services.To promote free competition <strong>in</strong> <strong>the</strong> telecommunications market.To promote <strong>the</strong> development of <strong>the</strong> sector with <strong>the</strong> view of <strong>in</strong>creas<strong>in</strong>g <strong>the</strong>economic growth of <strong>the</strong> country.To adapt national laws to <strong>the</strong> <strong>in</strong>ternational agreements signed <strong>in</strong> <strong>the</strong> field by<strong>the</strong> country.To regulate <strong>the</strong> radio electrical spectrum.To ensure that <strong>the</strong> regulatory functions of <strong>the</strong> State are carried out effectivelyand impartially.73a) The Dom<strong>in</strong>ican Telecommunications Institute (INDOTEL).
