DOING BUSINESS INTHE DOMINICAN REPUBLIC<strong>the</strong> creation of <strong>in</strong>centives, <strong>the</strong> grant<strong>in</strong>g of <strong>in</strong>ternal aid and <strong>the</strong> development ofcompetition <strong>in</strong> <strong>the</strong> field of exports.The tax and customs reforms of <strong>the</strong> year 2000 established <strong>in</strong>centives for <strong>the</strong> agriculturalsector, by exempt<strong>in</strong>g prime materials and <strong>in</strong>puts from <strong>the</strong> payment ofduties and o<strong>the</strong>r taxes.This will help to reduce <strong>the</strong> costs of <strong>the</strong> sector and thus<strong>in</strong>crease <strong>the</strong>ir ability to compete <strong>in</strong> <strong>in</strong>ternational markets, and to face <strong>the</strong> upcom<strong>in</strong>gexternal competition result<strong>in</strong>g from <strong>the</strong> entry <strong>in</strong>to force of <strong>the</strong> free tradeagreements signed with CARICOM and Central America.Fur<strong>the</strong>rmore, <strong>in</strong> <strong>the</strong> year 2001 <strong>the</strong> M<strong>in</strong>istry of Agriculture established a Programof Reactivation of <strong>the</strong> Agricultural Sector, which <strong>in</strong>cludes <strong>in</strong>centives such as <strong>the</strong>distribution of crop materials, repair of roads and irrigation channels, <strong>in</strong>crease <strong>in</strong>sources of f<strong>in</strong>anc<strong>in</strong>g and guarantee of sale of products.In addition,we should note that <strong>the</strong> sector of traditional exports was freed <strong>in</strong> thatyear from <strong>the</strong> obligation to exchange foreign currency through <strong>the</strong> Central Bank,which was a factor that <strong>in</strong>creased export costs.In 2004 <strong>the</strong> Dom<strong>in</strong>ican <strong>Republic</strong> signed a Free Trade Agreement (DR-CAFTA)with Central America and <strong>the</strong> United States, which is pend<strong>in</strong>g Congress ratification<strong>in</strong> both countries regard<strong>in</strong>g this last one. Its entry <strong>in</strong>to force will certa<strong>in</strong>lyhave important implications on <strong>the</strong> national agricultural production and its market<strong>in</strong>gabroad.4MINING66OVERVIEW AND PERSPECTIVESM<strong>in</strong><strong>in</strong>g is an important activity <strong>in</strong> <strong>the</strong> Dom<strong>in</strong>ican <strong>Republic</strong>. The ma<strong>in</strong> m<strong>in</strong>eralsfound <strong>in</strong> <strong>the</strong> country are gold,silver,nickel,marble,limestone and granite.The significanceof <strong>the</strong> m<strong>in</strong>eral resources of <strong>the</strong> country makes this one of <strong>the</strong> most<strong>in</strong>terest sectors of <strong>in</strong>vestment, and <strong>the</strong> Government is currently carry<strong>in</strong>g out severalprograms to promote foreign <strong>in</strong>vestment <strong>in</strong> this sector.In this regard, <strong>the</strong> Government created <strong>the</strong> Corporative M<strong>in</strong><strong>in</strong>g Unit, with <strong>the</strong>mission to follow up and serve as operational collaborator <strong>in</strong> all <strong>the</strong> m<strong>in</strong><strong>in</strong>g projects<strong>in</strong> which <strong>the</strong> Dom<strong>in</strong>ican government is a participant, and to ensure that private<strong>in</strong>vestments <strong>in</strong> <strong>the</strong> m<strong>in</strong><strong>in</strong>g sector are clear, credible and guaranteed, <strong>the</strong>rebyprovid<strong>in</strong>g a solid foundation for <strong>the</strong> reactivation of commercial m<strong>in</strong><strong>in</strong>g activity.M<strong>in</strong><strong>in</strong>g activities had dropped considerable at <strong>the</strong> end of <strong>the</strong> 80's, but dur<strong>in</strong>g <strong>the</strong>90's <strong>the</strong> sector started to recover after receiv<strong>in</strong>g flows of foreign capital, reach<strong>in</strong>g<strong>in</strong> 1994 a growth rate of 88.2%.There are currently close to 35 m<strong>in</strong><strong>in</strong>g companies<strong>in</strong> <strong>the</strong> country, which are ma<strong>in</strong>ly work<strong>in</strong>g on <strong>the</strong> extraction of marble,limestone, nickel, salt and plaster.Dur<strong>in</strong>g <strong>the</strong> last years, <strong>the</strong>re has been no gold and silver production due to <strong>the</strong>clos<strong>in</strong>g <strong>do</strong>wn of <strong>the</strong> operations of Rosario Dom<strong>in</strong>icana. Indeed, gold and silverexploitation had been largely concentrated <strong>in</strong> <strong>the</strong> hands of that State owned company,whichoperated <strong>the</strong> “Pueblo Viejo”gold and silver m<strong>in</strong>e located <strong>in</strong> <strong>the</strong> Cibao
