aemc<strong>Wambo</strong> <strong>Coal</strong> Mine, Rail Loop and <strong>Coal</strong> LoaderIndependent Environmental Audit – Minister’s Condition of ApprovalL7.3 The ground vibration peak particle velocity from blasting operationscarried out in or on the premises must not exceed:(a) 5mm/s for more than 5% of the total number of blasts carriedout on the premises during each reporting period; and(b) 10 mm/s at any time.At any residence or noise sensitive location that is not owned bythe licensee or subject of a private agreement between the ownerof the residence or noise sensitive location and the licensee as toan alternative ground vibration level.L8 Potentially offensive odour - Not applicable4 Operating conditionsO1 Activities must be carried out in a competent mannerO1.1 Licensed activities must be carried out in a competent manner.This includes:(a) the processing, handling, movement and storage of materialsand substances used to carry out the activity; and(b) the treatment, storage, processing, reprocessing, transport anddisposal of waste generated by the activity.O2 Maintenance of plant and equipmentO2.1 All plant and equipment installed at the premises or used inconnection with the licensed activity:(a) must be maintained in a proper and efficient condition; and(b)must be operated in a proper and efficient manner.O3 DustO3.1 The premises must be maintained in a condition which minimisesor prevents the emission of dust from the premises.O3.2 All trafficable areas, coal storage areas and vehicle manoeuvringareas in or on the premises must be maintained, at all times, in acondition that will minimise the generation, or emission from thepremises, of wind-blown or traffic generated dust.O4Management of utilisation areaO4.1 Effluent application must not occur in a manner which causessurface runoff.O4.2 Spray from effluent application must not drift beyond the boundaryof the premises.O4.3 The quantity of effluent/solids applied to the utilisation area mustnot exceed the capacity of the area to effectively utilise theeffluent/solids.
