In terms of alignment and addressing priority issues identified across the five (5) KPAs and four (4)Clusters, IYLM set six (6) Goals consistent with each of its main administrative functions over the mediumterm. These Goals are aligned to each of the 5 KPAs, except where Basic Services and Infrastructure isseparated into two distinct Goals, one addressing Social Needs and the other addressing Infrastructureand Technical Services. Meanwhile, Finance, Governance and Administration all have their own respectiveGoals, within this single Cluster. IYLM therefore presents in subsequent sections of this chapter details ofhow its organisational Goals and Strategic Objectives will address Priority Issues through theimplementation of specific Strategies and the tracking of progress via performance indicators. In order tofocus on a developmental trajectory that will ensure progressive realization of the Vision of the Council asstated above, and derived from the institutional Mission, the Council has resolved to focus on six (6) Goalsas follows:To provide effective and efficient human resource and administrative services within IYLM towardsinstitutional development and good governance, supported by enhanced information andcommunication technology;To provide sound municipal <strong>plan</strong>ning, maintenance, and infrastructure provision that delivers for theneeds and aspirations of IYLM citizens;To provide quality social services and social infrastructure for the communities of IYLM, whileensuring public safety, promoting improved public health, and supporting sustainable environmentalmanagement;To support enterprise formations, retention and expansion of businesses and initiatives that providesjob opportunities and income to the people of IYLM;To build the financial viability of IYLM through integrated <strong>plan</strong>ning, management, and goodgovernance for a clean administration; andTo ensure good governance and effective oversight within IYLM.6.4 Goals and Strategic Objectives6.4.1 Institutional developmentGoal- To provide effective and efficient human resource and administrative services within IYLM towardsinstitutional development and good governance, supported by enhanced information and communicationstechnology.This Goal will be realised through the achievement of the following Strategic Objectives within the KeyPerformance Area of Municipal Transformation and Organisational <strong>Development</strong> and the Finance,Governance and Administration Cluster:To improve the skills sets of IYLM Council and staff in line with their Personal <strong>Development</strong> Plans(PDPs).To improve the well-being of IYLM staff and Council for better service delivery.To improve the institutional performance of IYLM through the cascading of the institutionalperformance management system.To improve access to information for Council, staff, and citizens of IYLM.91
