6.5 The Five Year Implementation PlanThis section of the Integrated <strong>Development</strong> Plan outlines detailed Strategic Objectives, Strategies andPerformance Indicators meant to track progress in addressing Priority Issues and realising the Goalsacross, and within, each of the Key Performance Areas over the next five years. The targets set over themedium term become the strategic basis for later cascading into the organisations PerformanceManagement System (PMS). Furthermore, these indicators and their targets are specifically informed byexisting District, <strong>Provincial</strong>, and National imperatives and considerations. Some of the indicators includedare taken directly from the Local Government Performance Management Regulations, Schedule to theMunicipal Systems Act. Also, note there is a distinction between the Technical Service Cluster and theSocial Needs Cluster within the Basic Services & Infrastructure Key Performance Area, as both Clustershave their own respective Goals.The Five Year Implementation Plan is then followed by the Projects and Programmes section, whichprovides a brief breakdown of the different projects and programmes <strong>plan</strong>ned for the Medium TermExpenditure Framework (MTEF). This section presents an integrated presentation of all of the scheduledprojects and programmes to be implemented, including their spatial distribution, cost and source offunding, as well as duration over the next three years. In instances where funding was unavailable forsome projects, but their potential to address an identified issue in line with organisational Goals andStrategic Objectives, these projects were included under the banner of ‘Unfunded’. These project tablesrepresent an attempt to integrate and align all <strong>plan</strong>ned initiatives within IYLM in terms of addressing theissues identified as part of the Situational Analysis, and emanating from the public participation.96
