c) Clarifies the roles and responsibilities of each role-player, including the <strong>local</strong> community, in thefunctioning of the system;d) Clarifies the processes of implementing the system within the framework of the Integrated<strong>Development</strong> Planning process;e) Determines the frequency of reporting and the lines of accountability for performance;f) Relates to the <strong>municipality</strong>'s employee performance management processes; andg) Provides for the procedure by which the system is linked to the <strong>municipality</strong>'s integrateddevelopment <strong>plan</strong>ning processes.7.2 IYLM’s Performance Management SystemIYLM has an existing Performance Management System policy which was developed in the 2008/09financial year. It should be noted that the <strong>municipality</strong> seeks to review its PMS and develop a new systemduring the 2012/13 financial year. This section shall amongst other things seek to craft a framework thatshall be used as a base for the development of a comprehensive PMS. The council has committed itself toprioritising the development of the new comprehensive PMS in the current financial year. PerformanceManagement is already taking place within IYLM as will become apparent in the following section.7.2.1 Role of the CouncilIn line with the Municipal Systems Act (Act No. 32 of 2000), the Municipal Council commits toparticipating in the development of its performance management system through the ExecutiveCommittee and shall:a) Oversee the development of the <strong>municipality</strong>’s performance management system.b) Assign responsibilities in this regard to the Municipal Manager who shall submit the proposedsystem to the Municipal Council for adoption, and establish mechanisms to monitor and reviewthe performance management system.Through the development of the new PMS, the Municipal council will set out clear roles andresponsibilities with regard to the key elements of a sound PMS which are <strong>plan</strong>ning, monitoring,measurement, review, reporting and performance assessment. The council, The Municipal Manager,section 57 managers and the audit committee shall all have distinct roles in terms of the key elementsgiven above.7.2.2 Role of the communityIn addition to developing distinct responsibilities for officials, IYLM also envisages a key role for thecommunity to play in terms of the development process of the PMS. Measures shall be put in place inorder to allow the community to have a role in terms of setting performance indicators and targets.Community involvement is in keeping with section 42 of the Municipal Systems Act which stipulates thefollowing:“A <strong>municipality</strong>, through appropriate mechanisms, processes and procedures established in terms ofChapter4, must involve the <strong>local</strong> community in the development, implementation and review of the<strong>municipality</strong>’s performance, management system. 30 and, in particular, allow the community toparticipate in the setting of appropriate key performance indicators and performance targets for the<strong>municipality</strong>.”150
