7.2.6 The PMS in relation to the IDPAny credible PMS should be based on the IDP of that same municipality. As mentioned before, the performance indicators that are formulated within amunicipality’s PMS should be based on the priorities and objectives that emerge from that same municipality’s IDP or SDBIP. Thus the council’s PMS shallbe informed by the IDP. In other words, if the IDP fulfils the planning role, then the PMS fulfils implementation and monitoring role. The table beneath is an example of how Key Priority Areas have been classified in IYLM’s IDP we can see from the table that from each priority emerges anobjective and a strategy to achieve that objective. From the objectives emerge indicators which are given details in terms of time and amount under thetargets. The indicators and targets are the responsibility of the accounting officer whose duties it is to ensure that the targets are met. The table thereforedemonstrates the link between the IDP and the PMS. This link is created through the progression from the key elements of integrated planning i.e.prioritising, strategic objectives, and setting strategies to the key elements of performance management i.e. indicators, measurement, performance targetsand detailing roles and responsibilities.Table 36: Integration of the strategic planning with the PMSSTRATEGIC PLANNING (IDP)Strategic ObjectivePERFORMANCE MANANGEMENT (PMS)Strategic Objective is a statement of intention that seeks to identify the intended benefit and beneficiaries within IYLMin relation to the organisation’s functions and provision of services.Priority Issue Strategy Indicator BaselineThe Priority Issues arethose issues identifiedthrough the SituationalAnalysis andcommunityconsultations to ensureresponsive planningthat provides a commonbasis for action. The strategyrepresents howthe municipalityis going to achievethe objective inrelation to theidentifiedpriority. The measurementof performance thatis used to trackprogress towardsachieving anobjective.Refers to the statusquo of the givenindicator, prior tothe beginning ofthe new IDP cycle, usually anapproximation forthe financial year2011/2012 or mostrecent availabledata.Annual Targets2012/132013/142014/152015/162016/17This is the expression ofthe specific level ofperformance that aninstitution or individualaims to achieve on a yearby year basis, and can befurther broken down intoquarterly targets within agiven financial year.Staff responsibleThe post responsible forensuring that theperformance indicatorsare tracked and thetargets are achieved.154
