Where ayes appears in both columns, it means that the function is shared between District and Local <strong>municipality</strong>.2.2 Municipal Council and institutional governanceThe Local Government Elections of May 2011 saw the African National Congress (ANC) retain its controlof the Intsika Yethu Municipal Council, receiving nearly 90% of the total votes cast in the election. Of the72,149 registered voters, 43,716 turned out for the election across all 21 wards, a total of 60.59% of thepotential electorate. Twenty-one Councillors were elected to represent their Wards while another twentyonewere elected from a Proportional Representation ballot, bringing the Municipal Council to 42 in total.Table 5: Voting results of the Local Government Elections of May 2011 for IYLMLeading parties Ward votes and Party votes and % Ward Prop.
