Where ayes appears in both columns, it means that the function is shared between District and Local municipality.2.2 Municipal Council and institutional governanceThe Local Government Elections of May 2011 saw the African National Congress (ANC) retain its controlof the Intsika Yethu Municipal Council, receiving nearly 90% of the total votes cast in the election. Of the72,149 registered voters, 43,716 turned out for the election across all 21 wards, a total of 60.59% of thepotential electorate.
