f) The percentage of a <strong>municipality</strong>'s budget actually spent on implementing its workplace skills<strong>plan</strong>; andg) Financial viability as expressed by the following ratios:(i)Where-B-CA=D'A' represents debt coverage'B' represents total operating revenue received'C' represents operating grants'D' represents debt service payments (i.e. interest + redemption) due within the financial year(ii)Where-A=BC'A' represents outstanding service debtors to revenue'B' represents total outstanding service debtors'C' represents annual revenue actually received for services(iii)Where-A=B+CD'A' represents cost coverage'B' represents all available cash at a particular time'C' represents investments'D' represents monthly fixed operating expenditure.After considering the general performance indicators as stated above, the council shall formulate anumber of performance indicators for its PMS based on inputs that they have received from thecommunity regarding issues which are of paramount importance to them. Performance indicators shall bereviewed on an annual basis.7.2.4 Performance TargetsAfter developing a set of performance indicators, the council shall develop relevant targets for thoseindicators. Performance targets should have the following qualities according to section 12 of theMunicipal Planning and Performance Management Regulations, 2001:(a)(b)(c)(d)(e)Be practical and realistic;Measure the efficiency, effectiveness, quality and impact of the performance of the <strong>municipality</strong>,administrative component, structure, body or person for whom a target has been set;Be commensurate with available resources;Be commensurate with the <strong>municipality</strong>'s capacity; andBe consistent with the <strong>municipality</strong>'s development priorities and objectives set out in its integrateddevelopment.152
