4.2 Prioritized Secondary NodesIYLM has rural nodes that are the focus for development <strong>plan</strong>ning of the livelihoods support inagricultural development. These rural nodes are forming a key target area for land reform and ruralhousing development projects. It is reported that, the rural settlements were not formally <strong>plan</strong>ned and theneed for rationalisation has been identified.Map 2: Key nodes and corridors of IYLMAccording to the IYLM the SDF identifies Cofimvaba and Tsomo as special development areas or mostimportant development nodes that are to receive attention for development given their roles as servicecentres to 327 rural settlements within 23 wards. The two towns are to be complemented by prioritisedsecondary nodes spread across the <strong>local</strong> <strong>municipality</strong>. These are rural nodes, which will be the focus forpromoting sustainable livelihoods; agricultural development, land reform and rural housing development.<strong>Development</strong> issues identified in relation to the rural secondary nodes relate to the densification of theseareas to create the economies that will make it possible to provide services in these areas. The economicsectors identified critical to stimulating economic development in these areas are agriculture and tourism.Within proximity to Cofimvaba the following rural nodes have been identified: Qamata, Bilatye, Sabaleleand Lubisi. These areas are within reasonable travelling distance from Cofimvaba, with Qamata andBilatye being only 15 km away, Sebalele 20 km away and Lubisi 25 km away. Ncora is the only rural nodeidentified in the SDF which is within 20 km from Tsomo and just more than 20 km from Cofimvaba48
