Executive SummaryIntsika Yethu Local Municipality (IYLM) has undertaken a consultative and responsive <strong>plan</strong>ning processin the development of the Integrated <strong>Development</strong> Plan (IDP) 2012-2017. The <strong>municipality</strong> has developeda credible strategic document as the basis for development within the municipal area over the mediumterm. The following overview includes a brief on the process followed, a summary of the municipal statusquo, the high level strategic intentions of the <strong>municipality</strong>, some of the financial and operationalconsiderations going forward, as well as the role of performance management within IYLM.The Process PlanIn line with Section 28 and Section 29 of the Municipal Systems Act (MSA) of 2000, IYLM adopted aprocess <strong>plan</strong> on 17 August of 2011 which outlined the programme, processes, and institutionalarrangements for the development of the IDP 2012-2017. In line with statutory requirements, provisionwas made for public participation and community commentary and was considered integral to thedevelopment of the document. Community identified priority issues are the point of departure for thisdocument and as such, a presentation of those issues and their comparative weighting is presented at theend of the section on process.Situational AnalysisThe IDP 2012-2017 includes an in depth assessment of IYLM’s current situation with regards to both theinstitutional arrangements of the <strong>municipality</strong> and the socio-economic profile of its inhabitants. Theobjective of a comprehensive situational analysis in an IDP is to give a clear picture of the prevalentcircumstances in the <strong>municipality</strong> which in turn assists with the identification of priorities, opportunitiesor short-comings in the <strong>municipality</strong> on both an institutional and societal level.Institutional ReviewThe situational analysis elaborates on the institutional profile of the <strong>local</strong> <strong>municipality</strong> through presentinga breakdown of the municipal powers and functions of the <strong>municipality</strong> as informed by The Constitution ofthe Republic of South Africa (Act 108 of 1996), Section 156, Section 229 and the Municipal Structures Act(Act 117 of 1998, Section 84). The situational analysis further presents a breakdown of the powers andfunctions of the Local Municipality in relation to the District Municipality.The situational analysis also gives information regarding the organisational structure of IYLM, includingthe Municipal Managers office, the Corporate Services Directorate, the Finances Directorate, LocalEconomic <strong>Development</strong> Directorate, Community Services Directorate, as well as the Technical ServicesDirectorate and Water and Sanitation Provisioning Services are presented. Brief consideration of the<strong>municipality</strong>’s financial position and performance, as well as key considerations relating to vacancy andfunding are included. In addition, a list of institutional policies and manuals in IYLM is presented in thechapter. Issues pertaining to human resources such as Employment Equity and Skills <strong>Development</strong> arealso briefly touched on in this section. The institutional review is considered representative of theinstitution’s Finance, Governance and Administration cluster.The <strong>Development</strong> Context and Socio-Economic ProfileThe socio-economic profile of IYLM forms an integral part of the situational analysis; the profile provides adetailed analysis of the population of IYLM and further provides some key insights into demographics,socio-economic conditions, infrastructural service levels in the Municipal area and environmental issues.The analysis lends weight to prioritisation of identified issues in IYLM and conveys some urgency withregards to what needs to be done first.1
