Shipping and Ports<br />

The JICA Coastal Shipping Study (1997) proposed priority project packages<br />

(refer to Table 2.2.1). As of <strong>No</strong>vember 1999, the implementation progress was<br />

checked as follows:<br />

1) Nine key coastal shipping ports<br />

Eight ports except Dong Nai were or are being rehabilitated and improved by<br />

either domestic or official development assistance (ODA) fund.<br />

2) Five sea-cum-river ways serving selected ports<br />

Minimum rehabilitation works have been done by domestic effort. The Lach<br />

Giang-Hanoi route was investigated by the Asian Development Bank (ADB)<br />

consultant. The Hai Phong access channel is being investigated by a Japan<br />

Bank for International Cooperation (JBIC) consultant.<br />

3) Safety equipment<br />

The Spanish government committed to rehabilitate and build part of the visual<br />

ATN. <strong>No</strong> arrangement was done to deploy SAR fleet on Vietnamese waters.<br />

4) Fleet development and modernization<br />

The coastal shipping fleet has been expanded to meet increasing traffic<br />

demand. But some are temporarily diverted from overseas shipping. <strong>No</strong><br />

financial institution has been established to support domestic ship acquisition.<br />

5) Sea communications system<br />

In compliance with the GMDSS, an investment of US$ 18 million was made to<br />

acquire land facilities and sea communications equipment mostly for northern<br />

Vietnam. However, southern Vietnam should be covered as well.<br />

6) Maritime human resource development<br />

VIMARU Hai Phong installed new training equipment in compliance with<br />

STCW-95. But it is not enough to train and retrain all Vietnamese seafarers.<br />

So far, Vietnam Maritime Registry (VMR) has not improved its testing<br />

equipment.
