Shipping and Ports<br />
The share of Vietnamese ships in the total cargo movement in 1998 was 57%<br />
(454,000 TEU or 4,040,432 tons), or a 15% increase in volume compared to<br />
1997. Container cargo flow in Vietnam can be attributed by area: 70%, 20-22%<br />
and 8-10% are being handled in southern, northern and central Vietnam,<br />
respectively.<br />
The charge table for cargo handling in Vietnam is exclusively being decided and<br />
controlled by the Government Price Committee (GPC). Thus, all ports are<br />
covered with a single tariff provided under Decision <strong>No</strong>. 127/VGCP-CNTD.DV<br />
issued on 28 October 1997 and enforced since 1 January 1998. As to the<br />
charges for container handling, the respective tariff rates in the regions are being<br />
applied, as illustrated in Table 3.3.6.<br />
Several container ports are operating in Vietnam, as follows:<br />
1) Vietnam International Container Terminal (VICT)<br />
This is a privately owned container terminal that began operation in <strong>No</strong>vember<br />
1998 in HCMC, the major container-handling port in the south. This terminal is<br />
equipped with an automated transport and handling system and modern crane<br />
facilities and can provide an efficient mechanical operation similar to other<br />
dominant hub container ports like Singapore and Hong Kong.<br />
For the initial year, VICT targeted container handling at approximately<br />
170,000 TEU. However, there were only two shipping companies, NOL and<br />
Wang Hai, which regularly availed of its services. Moreover, traffic congestion<br />
in HCMC restricted inland container movement making it doubly difficult for<br />
VICT to attain its initial target.<br />
2) New Saigon Port<br />
This port is enjoying the lion’s share with 75% total cargo handling in Saigon.<br />
It is a commercially operating terminal located at Binh Thanh district in HCMC<br />
and is owned and operated by the defense force. It has a very accessible<br />
location, making it the primary choice for shipping companies for the<br />
transport and release of their cargoes.<br />
The company’s reported container cargo throughput and forecast are as<br />
follows:<br />
