Shipping and Ports<br />
Major recommendations:<br />
(1) Basic Development Strategy in Central Vietnam<br />
• To avoid possible adverse impacts from drastic and random development,<br />
the target projects need to be critically selected.<br />
• The development schedule should harmonize with local life and culture.<br />
• The initial scale of target projects should be downsized as much as<br />
possible so as not to jeopardize national and regional financial security.<br />
• Private sector participation in development schemes is desirable in<br />
principle but needs to be controlled carefully.<br />
(2) Development of Tien Sa and Lien Chieu Areas at Danang Bay<br />
• Tien Sa does not have enough room for future expansion, making the<br />
development of a large-scale container port difficult from the viewpoint of<br />
cost performance.<br />
• The Tien Sa site is not convenient enough for cargo transportation<br />
from/to the industrial zone of Danang City.<br />
(3) Basic Development Concept of Chan May Port<br />
• The development of a large-scale port in Chan May should be postponed<br />
mainly to ease the current economic burden of the country and the<br />
province. However, it should be noted that the proposed development<br />
will lead to great benefits in the future and should thus be maintained.<br />
(4) Basic Development Concept of Dung Quat Port<br />
• This type of large industrial ports requires a corresponding scale of<br />
exclusive port facilities for both private and public sectors for industrial and<br />
general cargo traffic. To cope with this situation, the project needs to be<br />
supported by public funds to an appropriate extent, so that the project<br />
could be financially sustainable and the industrial location could be<br />
successfully promoted.<br />

Name of the study: Transport Master Plan for the Central Region of Vietnam<br />
Result of the study: Feasibility of port projects:<br />
• Qui Nhon: feasible in the year 2004<br />
• Vung Ang: feasible in the year 2010<br />
Major recommendations:<br />
• Assistance to VINAMARINE in developing market oriented management and<br />
operation structures<br />
• Assistance to MOT and VINAMARINE in order to set up private participation<br />
in port construction/extension in Vung Ang and Qui Nhon.
