Shipping and Ports<br />

A total of 615 accidents have been recorded during the nine-year period between<br />

1987 and 1995.Of the total, 25% were due to collision, 17% to engine trouble,<br />

9% to capsizing, etc. and 17% involved loss of lives and injuries. Operational<br />

errors and technical deficiencies are the main causes of accidents. The number<br />

of recorded accidents has been increasing year by year, especially between<br />

1993 and 1995. Considering that many accidents occur during stormy weather<br />

and within 12 mile of the coast, consideration should be given to the<br />

establishment of improved vessel traffic systems and regulations, weather<br />

forecasting services and effective communication systems, especially in heavily<br />

trafficked areas.<br />

Substandard Vietnamese Vessels<br />

During the period 1996-1998, 59 Vietnamese flag vessels were detained at<br />

various foreign ports as a result of strict port state control.<br />

Through the recently published detention information, the required<br />

standardization for ship management and operation in Vietnam can be<br />

discerned. For example, a three-year detention percentage for Vietnamese flag<br />

vessels between 1996 and 1998 was recorded at 35.12%. It was the highest rate<br />

among the flags while the average detention rate was 6.49%.<br />

Thus, it is recommended that Vietnamese flag fleet should improve its equipment<br />

and maintenance condition, management tactics and crew competence, in<br />

accordance with the requirements provided for in international maritime<br />

conventions.<br />
