5) Port Information System<br />
A port information system shall be established for greater utilization of port<br />
facilities, timely access to port information, collection of expanded trade<br />
information, speedy transaction of port-related jobs, etc. The main function of<br />
this system is the provision of a port database, online real-time access, direct<br />
data retrieval, and data exchange with other systems. Handling container<br />
cargo would be difficult to control without a computer system. A computer<br />
system in a container yard has three functions, namely, container inventory<br />
control system, container delivery/receiving control system and<br />
loading/unloading operation control system.<br />
To improve the efficiency of cargo handling operation, it is essential for<br />
operators and the supervisor at the control center to exchange information<br />
and communicate effectively usually through a radio-telephone system,<br />
mobile radio terminal on vehicles or mobile telephone system and global<br />
positioning system.<br />
Figure 4.4.2 shows the Computer Integrated Terminal Operation System<br />
(CITOS) of the Port of Singapore Authority. A similar system is installed at the<br />
Vietnam International Container Terminal (VICT).<br />
<strong>No</strong>t only a container terminal but also a control system such as the Radar<br />
Screen Network System is necessary for navigational safety and port control.<br />
Therefore a Canadian system, that has a range of 40 miles, will be installed in<br />
Vung Tau Port in the near future.
