Use Planning process in British Columbia has used this approach. It is expensive and wouldrequire a substantial increase in DFO’s budget for both the science and the facilitation processesrequired to support it.LGL Response: Recommendations on “how to deal with the shift in management due to theWild Salmon Policy” was not requested in our Statement of Work. However, we didprovide the following recommendation:“Escapement goals for each CU and run-timing group need to be clearly defined andcommunicated to fishers to facilitate the regulation of fisheries and evaluation ofmanagement performance. The goals for highly cyclic stocks (e.g., Quesnel and Late-Shuswap) and their respective run-timing groups should be consistent with the cyclenature of these stocks (i.e., goals for dominant and sub-dominant cycle years should bedifferent from those for off-cycle years).”2. Evaluate the interpretation of the available data and the validity of any derivedconclusions. Overall, does the report represent the best scientific interpretation of theavailable data?I note that of the 16 active information requests, 7 were incomplete. The relevance of themissing information is not highlighted by the authors. The report is a good scientific interpretation of the data based on a quantitative and qualitativeassessment the purposes and methods of collection.LGL Response: The incomplete responses to our information requests affected our reportin the following ways:Request #1: First Nation FSC sockeye allocations were provided for 2009 only, so trends inallocations could not be examined.Request #3a: The 2009 AFS Agreements were reviewed and provided sufficientinformation to address the tasks defined in the SOW.Request #4: The response was considered incomplete because detailed catch data was notprovided by DFO. The PSC provided catch estimates for 1986-09 which covers most of the1980-09 period initially requested.M-9
