Chapter 1: IntroductionDevelopers of capture-ready plants should take responsibility for ensuring that all known factors intheir control that would prevent installation and operation of CO 2 capture have been eliminated. This might include:• A study of options for CO2 capture retrofit and potential pre-investments• Inclusion of sufficient space and access for the additional facilities that would be required• Identification of reasonable route(s) to storage of CO 2Competent authorities involved in permitting power plants should be provided with sufficientinformation to be able to judge whether the developer has met these criteria. 7In addition to the IEA GHG’s definition, other reports and publications have also addressedaspects of CCS Ready plants. Exhibit 1-1 summarizes the key concepts associated with CCSReady plants that are discussed in each document. Further detail on CCS Ready definitionsin the existing literature is provided in Appendix A.Exhibit 1-1: Summary of Documents with Concepts Includedin the CCS Ready DefinitionAuthor (Year)Type of PlantConcept Included in the CCS Ready DefinitionBlankinship, S. Some of the literature also mentions the need for identifying appropriate storagesites and transportation routes, but does not discuss these issues in detail.SpaceDesignEconomicPre-investmentCaptureTransportStorage7 International Energy Agency Greenhouse Gas R&D Programme (IEA GHG).
