Republicans successfully used Medicare spendingcuts (among other things) to demonize the Affordable Care Act,which helped them win the November 2010 midterm elections. InMay 2011, Democrat Kathy Hochul won a seat in Congress froma conservative New York district, coming from far behind by makingthe special election all about the recently released Ryan plan. 62These are only individual data points, but there seems little reasonto believe that significant cuts to Medicare spending, no matter howprincipled or well thought out, can be a winning political issue. Thisis all the more true given the increasingly negative tone <strong>of</strong> Americanpolitical campaigns in the super PAC era, when attacking your opponentas a cold-hearted scourge <strong>of</strong> the elderly—or having an “independentorganization” attack her for you—is a familiar formula forelectoral success.For these reasons, the prospects for major reductions in future entitlementspending seem slim. Ultimately, this is not simply a matter<strong>of</strong> clever politicking. Medicare, as well as Social Security and evenMedicaid, is a very popular program. Furthermore, many people seeit as a benefit that they earn by paying payroll taxes, even though atypical person’s lifetime contributions do not come close to coveringthe actuarially fair value <strong>of</strong> Medicare coverage. (Medicare Parts B andD are largely funded by contributions from general revenues.) Thefact that Medicare has a dedicated funding mechanism (payroll taxesand beneficiary premiums) that is insufficient to cover its costs mayhave created the perverse situation where participants feel as entitledas if they were paying their full costs, even though they are payingonly a modest fraction <strong>of</strong> those costs directly.There are real reasons to worry about whether our elected <strong>of</strong>ficialscan muster the political will necessary to increases taxes or cut spendingsufficiently to put the national debt on a sustainable footing.Washington’s failure to address the national debt reflects the attitude<strong>of</strong> the American electorate at large, which stands ready to punishpoliticians either for raising taxes or for slashing popular social insuranceprograms.62 Raymond Hernandez, “Democrat Wins G.O.P.
