Results focused on the size and number of facilities, residents, dependencylevels, staffing levels, provision of therapies and activities, and the physicalenvironment. Key differences in staffing provision and physical environment emergedbetween private and public facilities, although it is impossible to tell from the datathe effects of these differences on the quality of life of residents. Dependencylevels are highest in the public sector, with the exception of welfare homes whichtend to cater for less dependent residents. Staffing ratios are higher in publicfacilities than in private facilities, no doubt reflecting higher levels of dependencybut also cost containment imperatives for private providers. Physical environmentand infrastructure is generally better in the private sector than in the public sector.Residents are also likely to be given more choice in the private sector over whento get up and go to bed.
Overall, there is a significant amount of activity taking place in long-stay facilities,though it is impossible to tell from the survey what value residents place on thisactivity. The opportunity to participate in meaningful activity within long-staysettings is much more circumspect. In terms of comparisons with earlier work forthe National Council for the Aged on private nursing homes and voluntary nursinghomes in Ireland (O’Connor and Thompstone, 1986), it is clear that dependencyhas increased in long-stay units in these two sectors in the past twenty years.138Improving Quality of Life for Older People in Long-Stay Care Settings in Ireland
