Terms <strong>of</strong> ReferenceThe National Council on Age<strong>in</strong>g and <strong>Older</strong> <strong>People</strong> was established on 19th March1997 <strong>in</strong> succession to the National Council <strong>for</strong> the Elderly (January 1990 to March1997) and the National Council <strong>for</strong> the Aged (June 1981 to January 1990).The functions <strong>of</strong> the Council are as follows:2741. To advise the M<strong>in</strong>ister <strong>for</strong> Health on all aspects <strong>of</strong> age<strong>in</strong>g and the welfare<strong>of</strong> older people, either at its own <strong>in</strong>itiative or at the request <strong>of</strong> the M<strong>in</strong>isterand <strong>in</strong> particular on:a) measures to promote the health <strong>of</strong> older people;b) measures to promote the social <strong>in</strong>clusion <strong>of</strong> older people;c) the implementation <strong>of</strong> the recommendations conta<strong>in</strong>ed <strong>in</strong> policy reportscommissioned by the M<strong>in</strong>ister <strong>for</strong> Health;d) methods <strong>of</strong> ensur<strong>in</strong>g co-ord<strong>in</strong>ation between public bodies at nationaland local level <strong>in</strong> the plann<strong>in</strong>g and provision <strong>of</strong> services <strong>for</strong> older people;e) methods <strong>of</strong> encourag<strong>in</strong>g greater partnership between statutoryand voluntary bodies <strong>in</strong> provid<strong>in</strong>g services <strong>for</strong> older people;f) meet<strong>in</strong>g the needs <strong>of</strong> the most vulnerable older people;g) means <strong>of</strong> encourag<strong>in</strong>g positive attitudes to life after 65 yearsand the process <strong>of</strong> age<strong>in</strong>g;h) means <strong>of</strong> encourag<strong>in</strong>g greater participation by older people;i) whatever action, based on research, is required to plan and developservices <strong>for</strong> older people.2. To assist the development <strong>of</strong> national and regional policies and strategiesdesigned to produce health ga<strong>in</strong> and social ga<strong>in</strong> <strong>for</strong> older people by:a) undertak<strong>in</strong>g research on the lifestyle and the needs <strong>of</strong> older people<strong>in</strong> Ireland;b) identify<strong>in</strong>g and promot<strong>in</strong>g models <strong>of</strong> good practice <strong>in</strong> the care <strong>of</strong> olderpeople and service delivery to them;<strong>Improv<strong>in</strong>g</strong> <strong>Quality</strong> <strong>of</strong> <strong>Life</strong> <strong>for</strong> <strong>Older</strong> <strong>People</strong> <strong>in</strong> <strong>Long</strong>-<strong>Stay</strong> <strong>Care</strong> Sett<strong>in</strong>gs <strong>in</strong> Ireland
