46Design – the design <strong>of</strong> the nurs<strong>in</strong>g home must protect residents from the risk<strong>of</strong> accidents. Floors must have a safe cover<strong>in</strong>g. Handrails must be provided onboth sides <strong>of</strong> staircases and <strong>in</strong> circulation areas, and grab rails must be provided<strong>in</strong> bath, shower and toilet areas. If residents use more than two floors, a liftmust be provided if the health board <strong>in</strong> question deems it necessary.Hygiene – the nurs<strong>in</strong>g home must be kept <strong>in</strong> a clean and hygienic conditionand adequate sanitary facilities provided. Food must be stored <strong>in</strong> hygienicconditions.Sanitary facilities – there must be sufficient piped hot and cold water andwash-hand bas<strong>in</strong>s provided <strong>in</strong> each bedroom. There must also be a sufficientnumber <strong>of</strong> toilets, commodes, baths and showers. An adequate number<strong>of</strong> toilets should have wheelchair access. Bed l<strong>in</strong>en, disposable sheets and<strong>in</strong>cont<strong>in</strong>ence sheets should be <strong>in</strong> sufficient supply and changed as frequentlyas required. Adequate arrangements <strong>for</strong> the disposal <strong>of</strong> such items must be<strong>in</strong> place.Nutrition – suitable, nutritious and varied food must be served <strong>in</strong> a sufficientamount bear<strong>in</strong>g <strong>in</strong> m<strong>in</strong>d dietary requirements <strong>of</strong> residents. Fresh dr<strong>in</strong>k<strong>in</strong>g watermust also be available on every floor <strong>of</strong> the nurs<strong>in</strong>g home.In<strong>for</strong>mation – a brochure with <strong>in</strong><strong>for</strong>mation about the nurs<strong>in</strong>g home mustbe provided outl<strong>in</strong><strong>in</strong>g issues such as the admissions policy, accommodationprovided and special facilities and services.Records – adequate records concern<strong>in</strong>g <strong>in</strong><strong>for</strong>mation on residents and staffshould be kept <strong>in</strong> a confidential and safe manner.Death and dy<strong>in</strong>g – upon the death <strong>of</strong> a dependent person the nurs<strong>in</strong>g homeproprietor must <strong>in</strong><strong>for</strong>m the medical <strong>of</strong>ficer <strong>of</strong> health <strong>for</strong> the area <strong>in</strong> which thenurs<strong>in</strong>g home is located not later than 48 hours after the death.Inspections – <strong>in</strong>spections <strong>of</strong> nurs<strong>in</strong>g homes should be made at least every sixmonths. Inspectors are permitted to conduct <strong>in</strong>terviews <strong>in</strong> private with persons<strong>in</strong> the home, <strong>in</strong>clud<strong>in</strong>g staff, and to exam<strong>in</strong>e any resident believed to be <strong>in</strong>receipt <strong>of</strong> substandard care. Inspections may also be carried out <strong>in</strong> premisesbelieved to be nurs<strong>in</strong>g homes but which are not registered as such.Compla<strong>in</strong>ts – any nurs<strong>in</strong>g home resident or a person act<strong>in</strong>g on his or her behalfmay make a compla<strong>in</strong>t <strong>in</strong> writ<strong>in</strong>g to the health board concern<strong>in</strong>g any matterpert<strong>in</strong>ent to the nurs<strong>in</strong>g home <strong>in</strong> general or the ma<strong>in</strong>tenance, care, welfare andwell-be<strong>in</strong>g <strong>of</strong> a resident.
