It was evident across all data sets that the number <strong>of</strong> nurs<strong>in</strong>g staff from overseashas grown significantly. Many staff commented on the crucial role these staff had<strong>in</strong> ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g services <strong>for</strong> older people. The f<strong>in</strong>d<strong>in</strong>gs <strong>of</strong> this study would suggestthat some facilities have been more successful than others <strong>in</strong> facilitat<strong>in</strong>g <strong>in</strong>tegration<strong>of</strong> staff from overseas. These facilities had <strong>in</strong>vested heavily <strong>in</strong> <strong>in</strong>duction and supportand reported that they were able to reta<strong>in</strong> care staff from overseas <strong>for</strong> a number<strong>of</strong> years. Other facilities reported difficulty <strong>in</strong> recruitment and retention, lead<strong>in</strong>g toconcern about an impend<strong>in</strong>g skills crisis with<strong>in</strong> their services. The survey revealedthat there were little overall differences <strong>in</strong> staff turnover across facility types.However, there were very significant differences <strong>in</strong> the range <strong>of</strong> staff turnoveracross facilities with one facility report<strong>in</strong>g 24 staff leav<strong>in</strong>g <strong>in</strong> the last six months.218Focus group participants reported that overseas nurses were difficult to reta<strong>in</strong>, asthey were attracted to higher pay differentials <strong>in</strong> the public sector and perceivedwork with<strong>in</strong> the acute sector as hav<strong>in</strong>g more potential career opportunities <strong>for</strong>them. Focus group participants, particularly <strong>in</strong> Dubl<strong>in</strong>, reported that up to 85 percent <strong>of</strong> their registered nurses were from overseas. They were very appreciative<strong>of</strong> be<strong>in</strong>g able to recruit these nurses as cover<strong>in</strong>g the service would have beenimpossible without them, but they also highlighted the need to review salarylevels, support and tra<strong>in</strong><strong>in</strong>g.Interview and focus group data revealed that the age pr<strong>of</strong>ile <strong>of</strong> staff work<strong>in</strong>gwith older people was different to that <strong>of</strong> those work<strong>in</strong>g <strong>in</strong> acute services. Theyreported that nurses work<strong>in</strong>g with older people were older and many were near<strong>in</strong>gretirement. Many nurses, there<strong>for</strong>e, tra<strong>in</strong>ed some time ago and this may besignificant <strong>in</strong> relation to cont<strong>in</strong>u<strong>in</strong>g education needs. In addition, if many staffwork<strong>in</strong>g <strong>in</strong> long-stay care are near to retirement as reported, succession plann<strong>in</strong>g<strong>for</strong> long-stay care services is vital.12.5 Physical Environment and Ethos <strong>of</strong> <strong>Care</strong>Observation with<strong>in</strong> study sites revealed that a resident’s capacity to make choicesabout their day varied across facilities. Staff and resident <strong>in</strong>terviews and survey dataalso revealed significant differences <strong>in</strong> the capacity <strong>of</strong> residents to exercise choice.On the whole, residents were more likely to have choice about the time they gotup or went back to bed if they lived <strong>in</strong> a private rather than public facility.
